Appeal and Complaint Procedure

Purpose and General Principles

The Journal of Economics, Business and Organization Research (EBOR) is committed to upholding fairness, transparency, and scientific integrity at all stages of its editorial and peer review processes. This procedure explains how authors, reviewers, and readers may submit appeals or complaints regarding editorial decisions or journal practices, and outlines the principles and procedures under which such submissions are evaluated.

Grounds for Appeal

Authors may appeal editorial decisions only if they provide clear, reasoned, and verifiable evidence concerning one or more of the following circumstances:

• The presence of a factual error or an incorrect assessment regarding the content of the manuscript
• A procedural irregularity in the peer review or editorial process
• Evidence of explicit bias or an undisclosed conflict of interest that may have influenced the decision

Disagreement with reviewer comments or with the editorial evaluation alone does not constitute a valid ground for appeal.

Submission and Evaluation of Appeals

Appeals must be submitted in writing within 30 days from the date on which the editorial decision is formally communicated. Appeals should be sent, together with their justifications and supporting documentation, to the following email address:

An appeal submission should include the following elements:

• A clear and explicit statement of the grounds for the appeal
• A precise identification of the issues being contested
• Supporting evidence or explanations where applicable

Appeals are reviewed by the Editor-in-Chief or by a senior editor appointed by the Editorial Board who was not directly involved in the original decision. Where deemed necessary, additional expert opinions or an independent reviewer evaluation may be requested.

The Journal evaluates appeal submissions within a reasonable timeframe and in accordance with the principle of impartiality, and the outcome of the evaluation is communicated to the applicant in writing.

The decision reached following the appeal review is final and is implemented within the editorial discretion of the Journal.

Scope of Complaints

Complaints may relate to the following matters:

• Issues concerning editorial procedures or administrative processes
• Allegations of conduct contrary to ethical principles during the peer review process
• Alleged violations of publication ethics
• Undisclosed conflicts of interest
• Excessive delays, lack of communication, or administrative irregularities

Critiques regarding the academic content of published articles are not considered within the scope of this complaint procedure. Such matters should instead be communicated through appropriate academic discussion and scholarly response mechanisms.

A complaint submission should include the following information:

• A clear and detailed description of the issue
• Relevant dates, manuscript submission number (if applicable), and supporting documents
• Any steps previously taken to resolve the matter

All complaint submissions are acknowledged within a reasonable period following receipt.

Following an initial preliminary assessment, a formal review process is initiated. The Journal examines complaints in a fair, objective, and confidential manner. Where appropriate, EBOR follows the guidelines and flowcharts issued by the Committee on Publication Ethics (COPE) when assessing ethical or procedural matters.

Depending on the nature of the case, the outcome of the review may include issuing an explanation, implementing corrective or preventive actions, or, where necessary, notifying relevant institutions.

Confidentiality and Non-Retaliation

All appeals and complaints are handled in accordance with the principle of confidentiality.

Submitting an appeal or complaint will not result in any form of retaliation, discrimination, or adverse action against the applicant.

Submissions containing personal attacks, insults, threats, or clear indications of bad faith may be excluded from consideration, with the reasons for such exclusion being stated.
